The Embassy of France in South Africa is inviting bids for the external evaluation of the project “Supporting academic excellence in food science towards underprivileged, rural populations in the framework of F’SAGRI”.

The project started in 2018 and will be fully completed in 2020. The evaluation will cover all activities undertaken by October / November 2020, and will serve to assess the project design, its implementation and achievements. The Evaluator will be expected to formulate recommendations to guide future interventions to support academic co-operation and favoring scientific excellence, in particular in the agriculture sector and in the so-called historically disadvantaged universities.

The evaluation will take place in October-November 2020, and must be completed by 30 November 2020.

Bidding process and how to apply
Interested bidders may request further information about the project and/or clarification on the ToR by email to by 17 July 2020, COB.

Bidders are invited to submit an electronic copy of their proposal with the subject REF: “FSPI-F’SAGRI Evaluation – [name of Bidder]”. They must submit the following documents/ information to demonstrate their qualifications:

  • Technical proposal (max. 20 pages)
    (i) Explain their understanding of the work and deliverables;
    (ii) Provide a brief methodology on how they will approach and conduct the work, including a tentative schedule;
    (iii) Explain why they are the most suitable to perform the evaluation work.
  • Financial proposal, based on the template in Annexure.
  • CV of all consultant(s) highlighting past experiences in similar projects/assignments.
  • At least 2 references.
